Effort on Gardening to overcome Food Crisis of Matale District
A promotion program on cultivation of District Secretariat, Matale was started on 06th of June in order to deal with the impending food crisis, at the Matale District Secretariat, under the leadership of Mrs. Thejani Thilakaratne, District Secretary, Matale that parallel to the cultivation promotion program implemented throughout the Central Province with the contribution of government officials, according to the concept of the Governor of Central Province. Accordingly, vegetables and fruits plants were planted in the premises of the District Secretary's office. Mr.Nishantha Karunathilaka, Additional District Secretary (Administration) Mrs.Chamila Athapattu, Additional District Secretary (Lands) and many other officials were participated in this event.
Fire Extinguishing Training for the Officers of District Secretariat
Training on how to act in the event of a sudden fire was recently held at the District Secretariat. Officers were made aware regarding controlling of a fire by using fire extinguishers. The training program was conducted by Mr. Suriya Bandara, Chief of Fire Fighting Unit of Matale Municipal Council. 60 officers who represented all the divisions of the District Secretariat were participated for this two-day training program. The entire work was organized by Mr. Chaminda Amaraweera, Assistant Director of the District Disaster Management Unit Under the instructions of Ms. Thejani Thilakarathna, District Secretary of Matale.
Reopen of Circuit Bungalows at Pelwehera- Dambulla
Renovated circuit bungalow with all facilities situated at Dambulla was recently opened. This circuit bungalow, which was under the Ministry of Home Affairs, was maintained as an Intermediate Archeology Center during the Corona period and was renovated under the Ministry of Home Affairs. Circuit bungalow is located in an attractive location at Pelwehera, Dambulla. It is easily accessible to Dambulla Rajamaha Viharaya, Sigiriya, Pidurangala, Dambulla Kaludiya Pokuna Wana Senasuna, Menikdena and other tourist attractions. Commencement of “Mahathala” Book Fair
The book exhibition which is jointly organized by the Enlightenment Cultural Foundation, District Secretariat of Matale, Literary Arts Forum of Matale District and the Municipal Council of Matale will be held from March 21 to 27 at the Bernard Aluvihare Stadium, Matale. Stalls of many of the leading publishing houses of the Island are set up at this exhibition ground. People have opportunities to purchase books at discounted prices and will be able to receive discounts. A number of events, including book launches and literary conversations and lectures will be held concurrently with the book fair. The exhibition is open to the public from 9.00 am to 10 pm. Celebration of International Women’s Day in Matale District
Celebration of World Women’s Day in Matale District was celebrated today (March 8) at the auditorium of District Secretariat, Matale under the theme 'She is a Country, Nation & World'. Mrs. Helen Meegasmulla, Former Government Agent of Matale and guest lecturer delivered the keynote address regarding role of a woman at the event and the programme was presided over by Mrs. Thejani Thilakarathna, District Secretary, Matale. Many officials of the District Secretariat were present at this occasion. A memento was also presented to Mrs. Helen Meegasmulla who delivered the keynote address at the Women's Day Celebration.

Environmental Divisions of Matale & Kandy Districts should investigate jointly when granting permissions for the constructions in Knuckles Zone.
Matale District Secretary Thejani Thilakarathne said that a comprehensive investigation should be carried out by the environmental sections in the Matale and Kandy districts when granting permission for constructions in the Knuckles Zone. The District Secretary said that the relevant parties should ensure the safety of the bio - diversity of the Knuckles Ecological Zone and the Green Zone and further she said that the acquisition of lands in the Knuckles Zone should be expedited. The Government Agent stated this while participating in District Committee of Environmental Law Enforcement and the let’s save River programme that held at the District Secretariat - Matale on 22nd 2022.
Mr.Gamini Jayatissa, Director of GAPEK, the Environmental Organization of Sri Lanka has addressed the occasion and made draw attention regarding delaying of land acquisition in the Knuckles Zone and regarding various constructions which are being taken place in the area. He pointed out that heritage conservation methods should be followed in constructions carried out in the Knuckles Zone and the Dumbara area along the Ranamure River should be conserved as a model village.

Towards a Village Friendly Police Service - Community Police Unit
A new initiative has been launched to establish Community Police Units for covering all villages in the country to build up a closer relationship between the community and the police and to prevent petty crimes at the village level. Two trained police officers will be attached to each village for the Community Police Service under this programme, which is being launched in collaboration with the State Ministry of Community Police Services and the Ministry of Home Affairs.
Simultaneously, a Community Police and Environmental Protection Programme and Public Security Committees will be set up under the supervision of a Senior Deputy Inspector General of Police. .
Mrs.Thejani Thilakarathne, District Secretary of Matale addressed and welcome the gathering. Further, Mr. T. Kodikara said that about 1.5 million complaints of minor offenses are reported in Sri Lanka in every year and steps will be taken to stop such incidents at the village level based through the newly established Community Police Units.
He said that these units would be set up at the Seva Piyasa Office center built up at the village level and hoped to get more recognized members of the youth community to appoint publicly recognized persons to the Public Security Committees. He also said that a public call system will be established under the number 1917 to report incidents and problems in rural areas. Community Police Unit Officers are the conveners of the Public Security Committee and the Grama Niladhari and Economic Development Officers are the coordinators of this Committee.
Mr. Lalith Pathinayake, Senior DIG was speaking at the event and further said that the newly established Community Police Units will be performed a friendly service to the village. He also said that the police officers assigned to these units will be given a proper training and necessary facilities on community police work and that it is the responsibility of these officers to improve the living conditions in the village by performing a more friendly service while living in the village.
He said that the active participation of Divisional Secretaries, Grama Niladharis and community leaders who are appointed to the committee is required to fulfill this purpose. Decision to held only rituals at “Theru” Festival
The Department of Health has decided to hold the annual Theru Festival at the Sri Muthumari Amman hindu shrine in Matale as a festival restricted to a limited number of devotees due to the spread of the Omicron Covid virus in the district.
Accordingly, only 700 devotees who have received all three vaccinations for Covid -19 will be allowed to travel in the five chariots, which will be held, from 9.00 pm on the 17th to 5.00 am on the 18th in this year.
No one will be allowed to offer offerings to the chariots and it must be ensured that the devotees who come to the temple offerings have received all the three Covid vaccinations. Health Sections & the Police will be taken steps to not allow to the devotees to enter the shrine premises if they fail to receive all three vaccinations and it will allow only for 50 devotees to enter the premises in one time.
This information was revealed at a meeting held at the Matale Divisional Secretariat on 14th regarding the organizing of the ceremony of the Muttumari Amman Kovil.

Discussion to solve organic fertilizer problem of Matale.
Mrs.Thejani Thilakarathne, District Secretary of Matale, said that when comparing with other districts the production of organic fertilizer in the Matale District is on successful level and More steps will be taken to further improve the fertilizer production by encouraging the producers in Matale District. The District Secretary made these comments while participating in a discussion held at the District Secretariat on 11th of this Month regarding the problems of Organic Fertilizer producers in the Matale District. More than 60 fertilizer manufacturers in the Matale District were participated in this discussion.
Mr. sarath Wijekoon, the Assistant Director of the National Fertilizer Secretariat who participated in this occasion stated that Rs. 99 million has been deposited in Farmers' Accounts for the production of Organic Fertilizer during the last Maha season.

A commemorative program organized by the Veera Monarawila Keppetipola Foundation and the Madugalle Foundation was held at the Matale Public Library premises. The commemoration ceremony organized by the Matale Divisional Secretariat was held at the “Pradeeparama Kanda Vihara” Temple and a tree planting program and a Musical Programme regarding National Pride were held in this programme. Work on 3515 projects Which covering all 11 Divisional Secretariat Divisions in the Matale District commenced today under the 100,000 projects of Budget Project. Inauguration Ceremony of Matale District was held at the Brahmana Canal Reserve in Matale under the patronage of Mr. Nalaka Kottegoda, Chairman of the District Coordinating Committee - Matale.
A total of public infrastructure projects of Matale is indicating as 1111. 1370 -Livelihood Development Projects, 612 - Social Welfare Projects and 392 - Environmental and Sustainable Development Projects were launched in the Matale District today which simultaneous to the 100,000 Projects being launched Island Wide at present. Work on the projects launched today is expected to be completed soon. 7508 total number of projects expected to be implemented under this project in Matale District through this year. Rs. 1621 million has allocated as total amount for this effort. A sum of Rs. 3 million has been allocated for a Grama Niladhari Division under this Project.

Donation of equipment for the DMU – Matale.
The National Disaster Management Center (NDMC) has developed a program to issue early warning notices directly to entrepreneurs in the Matale District. Entrepreneurs in the Matale District have been facilitated by the Integrated Economic Development Program (EUDP) funded by the European Financial Aid to minimize the damage caused by disasters. The equipment required for the implementation of this program by the Matale District Disaster Management Unit was handed over to the Matale District Secretary Mrs. Thejani Thillekeratne today (February 01) by Mrs. Abhithi Goose, Regional Manager, Sri Lanka and India for the Integrated Economic Development Program. This project will provide an opportunity to the industrialists in the Matale District to minimize the damage caused by disasters.

A new programme to popularize the liquid milk
Mr. D.B Herath, Hon. State Minister of Livestock said that a rapid program should be implemented to cultivate grass as a crop and to create grass cultivation entrepreneurs. He was speaking at an awareness program for government officials and political leaders on the Livestock Program-2022 held at the District Secretariat Auditorium of Matale on the 25th in this year. Speaking further the Minister of State was address the gathering further and said that even one mobile milk cart should be started in each Divisional Secretariat and the people should be accustomed to use fresh milk instead of powdered milk in the middle of this year.
He said that a large amount of money has been allocated for the development of the livestock sector in this year and further he expects the contribution and commitment of all to make this program in a successful manner. And He also pointed out that the need for implementation of an Evaluation Process on District, Provincial and National level to motivate the milk farmers as well as Officials who involve in this sector.
Mrs.Thejani Thilakarathne, District Secretary of Matale said that the public sector will give its maximum contribution to improve and popularize animal products in the district.

Granting permenent appointments for the trainee graduates of Matale.
The handing over of permanent appointment letters to 214 graduate trainees recruited for the year 2020/2021 for the Rattota, Ukuwela, Yatawatta and Matale Divisional Secretariats in the Matale District under the Employment of Unemployed Graduates Program was held at the Matale District Secretariat today (26). Permanent appointment letters were awarded to the graduates who were recruited as trainees to the Central Government and the Provincial Public Service under three phases.

A Target to grow big onion in 4000 hectares
Mrs.Thejani Thilakarathne, District Secretary (Government Agent) of Matale said that necessary steps will be taken to increase the lands of big onion cultivation up to four thousand hectares in Matale District. The Government Agent further said that steps are being taken to find out the reasons that farmers wish to move away from the cultivation of big onion and to resolve them as soon as possible and to direct the farmers back to the cultivation of big onion. The Government Agent said that necessary steps will be taken to provide a fair price for the seeds, fertilizers and produce required by the farmers and the assistance of all officials involved in the field of agriculture will be sought to achieve the production targets. the Government Agent said that “Annually, a large amount of foreign exchange is spent on importing of big onions and it will be possible to save a large amount of foreign exchange by increasing the production of big onions and the government officials in the district will work hard to achieve the target”. The District Secretary made these comments at a meeting on District Agriculture Committee of Matale that conducted on January 13th at the Old Auditorium of the District Secretariat - Matale.
The Representatives of Farmers' Organization pointed out that the farmers have already been guided for vernalisation the big onion seeds which required for the coming season.
vaccination Week to control the Covid -19 Pandemic in Matale District
A special Covid – 19 Vaccination Week has been declared from Jan. 11 to 17 to control the Covid – 19 epidemics in the Matale District. This Covid – 19 Vaccination Week has been declared at the Covid – 19 Management Committee meeting of Matale District held on the 7th by using Zoom technology. All those over three months after receiving the second dose of Covid vaccine in the district will be given the third dose of Covid -19 vaccine that introduced as the booster dose during the week of January 11 to 17. Accordingly, The Covid Booster dose will be is given from 8.00 am to 8.00 pm. Centers such as General Hospital - Matale, Base Hospital - Dambulla and Regional Hospitals at Galewela, Madipola, Hettipola, Nalanda and Rattota in Matale District.
Meeting was chaired by Mr. Nalaka Bandara Kottegoda, Chairman of District Coordinating Committee - Matale and Mrs. Thejani Thilakarathne, District Secretary of Matale.
The District Covid -19 Management Committee was requested from the people of Matale to obtain the booster dose from the above mentioned centers those who have not received the Covid third dose (booster dose) yet.
Commencement of the work in new year 2022 at the District Secretariat – Matale.
Mrs. Thejani Thilakarathna, District Secretary/ Government Agent said that Although the employment of public and private sector employees in many parts of the world was at risk during the Covid - 19 pandemic period, the government took steps to pay the salaries of public servants in our country without any reduction and therefore the public servant who is paid from the taxes of the people is bound to render an excellent service to the people when addressing the meeting schedule for the commencement of work of the District Secretariat- Matale for year 2022.
She pointed out that all government officials should work as a team without any discrimination to address the public who come towards public officers that expecting their services and fulfill the requirements of the public with dignity and expedite the government public services.
The District Secretary made these remarks while addressing a brief ceremony held at the new building of the Matale District Secretariat after the inauguration of the New Year 2022 after the chanting of the “Seth Pirith” by Venerable Maha Sangha, and the hoisting of the National Flag and the Pledge of Public Service.
The Chief incumbent of Sangha of the Asgiriya Chapter of the Matale Maha District, Ven.Kosgama Seelarathana Thero along with Venerable Maha Sanga had been chanted Seth Pirith in this occasion.

New Government Agent Assumes Duty in Matale District
Mrs. Thejani Thilakarathne, a Special Grade Officer in Sri Lanka Administrative Service, assumed duties today (22), as the new Government Agent of District Secretariat, Matale. She was an alumnus of Millawana Maha Vidyalaya and Kandy Girls' High School and she holds a Bachelor's Degree from the University of Sri Jayewardenepura and a Postgraduate Degree from the University of Kelaniya. She has joined the teaching profession in 1993 and entered the Sri Lanka Administrative Service in 1995. She has served as Assistant Divisional Secretary in Lagagala, Assistant Director in Department of Public Finance and Ministry of Finance, Assistant District Secretary of Matale & Kandy, Additional District Secretary of Matale, Additional Secretary in Ministry of Irrigation and Water Resources Management, Deputy Chief Secretary of North Central Province and Secretary of the Public Service Commission in North Central Province Prior to the appointment as Matale District Secretary. Mrs. Thilakarathne who assumed duty as 24th District Secretary of Matale District also added to history as the first lady who appointed as District Secretary from Matale.
Additional District Secretary (Lands) Assumes Duty
Mrs. Chamila Athapaththu has assumed duty as the new Additional District Secretary (Lands) of District Secretariat- Matale on 21st day of this month. She joined the Sri Lanka Administrative Service in 2006 and is a past pupil of Maliyadeva Girls’ Collage, Kurunegala. She obtained her first degree from the University of Japura and her postgraduate degree from the University of Kelaniya. She has served in posts of Assistant Cooperative Development Commissioner of North Central province, Assistant Commissioner of Local Government in Polonnaruwa, Assistant Divisional Secretary of Naula, Divisional Secretary of Galewela, Deputy Director of “Hadabima” Authority, Director of Industries in Central province, Commissioner and Registrar of Cooperative Development of Central Province in her period of service.
A New Programme to Bring the Products of Matale District to The International Market
A new programme was launched recently to bring the products of small and medium scale entrepreneurs in the Matale District to the international market. As a commencement of this programme, a trade fair was held at the Matale District Secretariat on the 3rd to introduce the products of the manufacturers of the Matale District to the international buyers.
The programme was organized by the Matale District Secretariat under the auspices of the State Ministry of Cane, Brass, Clay, Furniture and Rural Industries Promotion with the aim of encouraging exporters and small and medium scale entrepreneurs in the district.
The program provided an opportunity for manufacturers in the district to create a stable market for their products and to create the necessary environment for exporters to continue their exports.
Mr.S.M.G.K Perera, District Secretary of Matale presided over the programme. Mr.Nishantha Karunatilake, Additional District Secretary (Administration), Mr.Ishan Wijetilleke, Additional District Secretary (Land) and exporters, small and medium scale entrepreneurs, public sector facilitators and a large number of people including officials from various institutions had been participated to grace this occasion.
Opening of Business Center in Matale District.
A Business Service Center has commenced at the Matale District Secretariat to provide all services under one roof. This center allows micro, small and medium scale entrepreneurs to obtain their registrations, to get approvals and obtain licenses for their business without any hassle. This unit which has named as “One Stop Shop” had established with the assistance of the European association and was declared open by Mr. Shehan Semasinghe, Hon. Minister of State for Samurdhi, Home Economy, Micro Finance, Self-Employment and Business Development.

A program to update the personal files of the officers of the Matale Divisional Secretariat was held at the auditorium of the Matale Divisional Secretariat yesterday (17). Relevant steps were taken to expedite the rectification of deficiencies in the relevant files by making participate the subject officers regarding personal files of Field Officers, Development Officers, Management Services Officers etc. and actions were taken to solve unsolved problems of relevant files by contacting relevant Ministries and Departments.
The objective of this program is providing maximum service to the public through motivation of employees by making a satisfactory working environment that free from problems of their duty life. This programme was implemented by Mr. Nishantha Karunatilake, Additional District Secretary (Administration) of District Secretariat, Matale under the supervision of Mr. S.M.G.K Perera, District Secretary of Matale.

Solutions for the Lands issues in Matale DS Division through a Joint Approach
A special program was held at the Matale Divisional Secretariat yesterday (17) to provide solutions to unresolved land issues in the Matale Divisional Secretariat Division through a joint approach. Accordingly, 15 of land issues that had remained in unresolved condition for a long time were resolved by contacting the relevant parties.
Mr.S.M.G.K Perera, District Secretary of Matale presided over the program. Work begins on part II of Historical Matale Book
The inauguration of the second volume of the historical Matale Book, which published in 1984, containing information about the Matale District has commenced on 12th December under the patronage of the Most Venerable Inamaluwe Sumangala Thero. The second phase of the historical Matale Book is being compiled according to a concept of Mr.S.MG.K Perera, District Secretary/Government Agent of Matale. The Matale District Secretariat started to do the process of reprinting of one thousand copies of the historical Matale book and expect to publish the second part of the historical Matale that contains social, economic, cultural, historical information as well as latest information of the district, which is not included in the first volume.
Most Ven. Inamaluwe Sumangala Nayaka Thero, who chaired the discussion, said that since no copies of the historic Matale Book could be found, it would be appropriate to convert the Historical Matale Book into an e-book and release it on the internet.
An alms giving ceremony was held today in memory of the late Cyril Gamage, a former Government Agent of Matale who served as the Chairman of the Publishers' Board of Historical Matale Book and also the Secretary to the Ministry of Home Affairs. Sepala Wijesuriya, a member of the Publishers' Board and a former Assistant Director of Cultural Affairs in Matale also evaluated the book.

Mr. Nishantha Karunathilake has assumed duty on 05.05.2020 as Additional District Secretary (Administration). He is an old pupil of St.Thomas Collage – Matale and he obtained Bcom. (Special) degree from University of Sri Jayawardhanapura and achieved the Post Graduate degree regarding Sociology (MA) from University of Kelaniya.
He is a Class I officer of Sri Lanka Administrative Service and Joined to the public service as cooperative inspector and later entered to the Sri Lanka Administrative Service and served as Assistant Secretary of Ibbagamuwa and Pallepola, Assistant Commissioner of Local Government - matale and Divisional Secretary of Naula. Mr. Karunathilake has performed duty as a Senior Assistant Secretary of Ministry of Public Administration, Home Affairs, and Provincial Councils & Local Authority in fields of Administration of Grama Niladhari, Development, and Regional Administration & District Administration as well as Additional Secretary - Development (Covering Duty) of the said Ministry. Also worked in District Secretariat of Kurunegala as the Additional District Secretary (Lands).He is an expertise government officer who has lot of experience that gained through several government institutions.
An active contribution has provided as the divisional secretary of naula for acquiring of lands and resettlements when implementing of Moragahakanda development project which denoted as an important national purpose of Sri Lanka. It was able to achieve the success of receiving 2nd place in national level out of 300 divisional secretariats through the productivity competition organized by National Productivity Secretariat in year 2013 under the guidance of Mr.Nishantha Karunathilake, Former Divisional Secretary of Naula.

Taking over the chairmanship of the district coordinating committee
Mr.Nalaka Bandara Kottegoda, Chairman of District Coordinating Committee in Matale and Parliamentarian of Matale District was assumed duties as the Chairman of the District Coordinating Committee on August 24. After the chanting of the Seth Pirith by the Maha Sangha, Mr. Kottegoda assumed duties as the Chairman of the District Coordinating Committee. National Celebration of World Mountain Day at Matale
A celebration programme has conducted at the forest of Knuckles range - matale parallel to the national celebration. World Mountain day in this year had celebrated on the theme of “Bio- diversity of Mountains”. “Sudugala Kanda” at Laggala Knuckles range was hike parallel to the celebration of world mountain day. This celebration had organized by the District Secretariat of matale and Non-Government environmental organizations.
Environmentalist Mr.Gamini Jayatissa, Director of “GAFEC” environmental Organization who addressed the inauguration occasion has stated that few unfortunate facts such as Climatic changes, Non-sustainable farming methods, commercial mine excavations, fall down trees and hunting are being immensely affected for the bio –diversity of the mountain. Mr.karunasiri Perera, District Secretary of Matale has stated that all of staff officer should be reported for the duty after preparation of a duty mechanism that can be carried out essential services and production section in sturdy manner by following the health habits as the curfew has simplified by the government.
He told this to the officers of district secretariat by addressing them on the early hours of 21st today after the discussion held with His Excellency President Mr.Gotabaya Rajapaksha.
He has instructed to make a system to call minimally 50% of officers to report to the duty by preparing of a duty list to incline everyone for the duty.
He advised to call in more officers who have transport facilities to the office specially by considering the location of the district and officers who unable to reach the office to report their duty to the divisional secretariats.
Mr.Perera, District Secretary of matale told that especially the cellular phones of all the officers should activate in every 24 hours and every officers should be dedicated for their twenty-four hours service. Officers who call on for essential services should be reported when call on them in any time.
Progress has reviewed regarding programme on “National Operation of controlling "Corona" in Matale
The committee has gathered in last 17th at the district secretariat of matale with the leadership of Mr.Karunasiri Perera, District Secretary to discuss the upgrading of collapsed folks life style due to the curfew that enact by the government for controlling of pandemic of corona hazard in matale district.

Legal action against merchants who sell goods in high price
District Secretary of Matale has ordered to consumer service Authority and measurement and standard unit to get custody and to take court procedures immediately against merchants who are selling consumer materials in high price and using of ill-legal balance and scales at the days of removing curfew.
Accordingly, instruction had given to all divisional secretaries to get necessary action to issue notices to make aware the people regarding this situation in divisional level and to make a system with ability of taking such contact numbers to people. These advices had given by the district secretary in this 17th at the progress committee meeting for anti-corona programme at district secretariat.
Rs.395 lakhs allocated for Matale District to purchasing of surplus vegetable
The government had allocated Rs. 395 lakhs to purchase surplus vegetables from farmers in the Matale District who were unable to sell their vegetables due to the imposition of curfew that execute to control the spread of the Covid -19-virus epidemic in matale district.
Accordingly, 66439 kg of vegetables from Laggal , 19427 kg of vegetables from Pallepola, 9551 kg of vegetables from Dambulla, 409000 kg of vegetables from Galewela , 127826 kg and 22175 kg of vegetables from Naula have been purchased before last year's season and distributed to consumers at concessionary prices through divisional secretariats of the district..
Distributing of Dry Ration Foods for Temples and Low-Income Beneficiaries of Matale District
"Karuna Trust" which is a social service institution carrying out by Mr.Mahinda Karunarathne, proprietor of "karuna" book shop has sponsored to provide dry ration food packs worth rupees 1000 and 1500 for 110 families who belong to the dayaka sabhas of the temples of matale and lost their income generation ways due to curfew that enacted by the government to control the pandemic covid 19.
Accordingly, distributing of this dry ration food packs has done yesterday (17) for 110 needy families who lost their income generation methods and unite with Sri Wijesundararama at mandandawela, Sri Sudharshanarama of Andawala and Udaralanka Mahapiriven of Madawala in Matale district.
This donation has done according to the request made by Mr. Prasanna Madanayake, Additional District Secretary of Matale.
In addition to this, Rupees 20,000 worth dry ration foods for bhikkuni at "Maithree Dootha Vihara" at kotuwegedara and Rupees 10,000 worth dry ration foods for Bhikkuni Arama at Aluviharaya had been distributed.
Rs.5000 of Living Allowance sent for the homes of 2927 disable people in Matale
5000 rupees of living allowance has provided for 2927 of diable people who affect due to the Covid - 19 Pandemic occurs in the matale district. 2345 out of them are already receiving the monthly living allowance and 582 out of total were in the waiting list.
Action had been taken to provide this allowance to the homes of relevant beneficiaries by Grama Niladharies and Development Officers of the wasam under the supervision of Divisional Secretaries as per the instruction of Mr.S.M.G.K.Perera, District Sercretary of Matale.
Elders Allowance for the persons in the waiting List

Already it is being paid Rs.2000 for 11812 elders who are in age than 70 years and Action had taken to increase the allowance up to Rs.5000 and to send to their home. Rs. 5000 of allowance has paid for 4582 of persons in the waiting list for the month of April in addition to the Senior Citizens who already receive the allowance. Accordingly, Rs. 5000 of allowance has provided 116394 of Senior Citizens in the Matale District.
Thus, this allowance has also provided for 14 of Senior Citizens who are than 100 years age in this district.
Subsidies for Child Homes at Matale on Curfew Period
A bulk of essential goods including dry rations and medicines, which need for the children at 8 of child homes implementing in matale district had been awarded as per the request made by Commissioner of Child probation of Central province in front of the current situation of Covid 19 pandemic.
The Social Foundation called “Karuna Bharaya” (Charity Trust) has done financial donation for this purpose. Conferment had made towards the management of relevant child homes by Mr.S.M.G.k.Perera,District Secretary and Mr. Prasanna Madanayake, Additional District secretary of Matale.

A three days seminar that trained care - takers who provided service on caring of patients in hospitals had conducted at the base hospital of matale. 40 Disaster Training Programmes of Matale in One day
It has planned to implement 40 prior trainings by the disaster management center of matale to cover the 40 GN Wasams which exist under the 08 DS divisions with intension of prior preparation to minimize the disasters that occur due to current weather condition and North – East Monson.
This Disaster Rehearsal Programme will be conducted by covering all the divisional secretariat divisions of Rattota, Ukuwela, Matale, Pallepola, Yatawatta, Ambanganga, Dambulla and Wilgamuwa on 4th November under the instruction of Mr.S.M.G.K.Perera, District Secretary of Matale.
It is expecting to make participate government officers such as Grama Niladharies,Samurdhi Development Officers, Agro- Research Officers, Phisical Health Inspectors and participants who reside at relevant divisions for this rehearsal programme.
Relevant divisional secretariats and district secretariat are gathering round as the operation center with parallel to this rehearsal programme.
A Disaster Rehearsal at Matale
A disaster rehearsal programme had conducted recently at matale district with intension of make aware public regarding the way of behavior when emergency disaster occurs. This training programme had implemented in 40 GN Wasams in even time by centering 40 places where it may guess as occurring disasters. District Secretariat of Matale was the operation center and an observation process regarding way of facing of people for disasters occurs within the division was play on a wide screen by using modern technology. Conducting of programme by covering the whole Matale district with the leadership of Mr.S.M.G.K.Perera, District Secretary, Matale was an exceptional incident. A staff included with Squads of Army, Members of Red Cross Organization, Police Officers, Samurdhi Development Officers, Grama Niladharies, Physical Health Inspectors Divisional Secretaries and Villagers more than 5000 had been contributed their participation for this rehearsal programme in various places within the Matale district.

Thripitakaya' as a National Heritage at Aluvihara of Matale
Mr.Chandraprema Gamage, Secretary of Ministry of Buddha Sasana said that it had plan the declaration of ‘Thripitakaya’ (the sacred scripture of Buddhists) as a national heritage of Sri Lanka to held on 5th January at the‘Aluvihara’ Temple in Matale under the patronage of the His Excellency President Maithripala Sirisena. Secretary to the Ministry of Buddha Sasana, Mr.Chandraprema Gamage, said, that the declaration of ‘Thripitakaya’ as national heritage which was protected and practiced by Buddhist devotees and Bhikkus of Sri Lanka more than 2,300 years, will be a historical, cultural, social and religious landmark of Sri Lanka because it contains the entire teachings, philosophy and the correct path to reach the supreme bliss of Nibbana. Further, he said that this step has taken by His Excellency President with intension of protecting the “Thripitakya” due to made change in many different ways during long period.
It has planned to conduct the ceremony with the participation of 2000 Bhikkus with precedence of venerable chief incumbents of Tri Sect of Asgiriya and Malwatta. Mobile service for providing legal documents in Matale
A mobile service to provide legal documents to the people of the Matale District in their mother tongue was launched on 10.02.2019 at the Matale Hindu National College. 9.00 am Will be held at 3.00 p.m. This mobile service is conducted by the Ministry of National Integration, Official Languages, Social Progress and Hindu Religious Affairs.
Issuance of various documents including birth certificate in their mother tongue, correction of errors in birth certificates, issuance of copies of birth certificates, issuance of conjecture certificates to those who do not have birth certificates, assistance in obtaining National Identity Cards, assistance in land issues, legal assistance in various matters The Commission plans to provide a number of services through the mobile service, including legal aid, fundamental rights issues, pensions and hydropower issues.

Celebration of World Children's day in Matale. - 2019
Mrs.Darshana Senanayake, Secretary of Ministry of Women and Child Affairs and Dry Zone Development has declared that it has scheduled to conduct the national festival of World Children's Day - 2019 when coming on 01st of October at Edward Park Ground in Matale under the topic of "Let's make win children by friendly nation". She revealed these facts at a discussion held at district secretariat - matale. It has decided to conduct the festival World Children's Day - 2019 in matale district as per the request made by Mrs.Rohini Kavirathna, Member of Parliament of Matale District.Celebration of World Children's Day will be implemented along with three days by covring the whole area of matale district, parallel to the World Children's day. It has planned to launch programs by targeting pre- childhood and Pregnant Mothers in oneday, disable children in oneday and teenagers and child soceities in last day. Many programs by the Matale Historical Book Publishing Board
Dr. Olaganwatte Chandasiri Thero of the Department of Humanities, Rajarata University, State Award winning author Piyadasa Welikannage, KB Manewa and other writers from the Matale District participated in the meeting. Thero, State Award winning author Piyadasa Welikannage, K. B. Manewa, Sujatha Alahakoon, Kamal Alahakoon, Nimal Kanaherarachchi, Kumarasiri Lelawala and Madusanka Bandara were appointed.
Established about 40 years ago when Cyril Gamage was the Government Agent, it was proposed to publish the second volume of this book focusing on new fields and new trends not revealed by the Matale Historical Matale Book published by the Book Publishing Board. Reprinting of Sinhala and English books of the Batadadu Mountain Heritage book under the financial provisions of the Dumbara Friends Organization, as well as the publication of all existing e-books on the Internet as well as promoting and promoting the Matale District Tourism Business Promotion and Promotion The program also includes the creation of a book page and the implementation of a program to disseminate this knowledge through modern internet technology.
Work begins on part II of Historical Matale Book
The inauguration of the second volume of the historical Matale Book, which published in 1984, containing information about the Matale District has commenced on 12th December under the patronage of the Most Venerable Inamaluwe Sumangala Thero. The second phase of the historical Matale Book is being compiled according to a concept of Mr.S.MG.K Perera, District Secretary/Government Agent of Matale. The Matale District Secretariat started to do the process of reprinting of one thousand copies of the historical Matale book and expect to publish the second part of the historical Matale that contains social, economic, cultural, historical information as well as latest information of the district, which is not included in the first volume.
Most Ven. Inamaluwe Sumangala Nayaka Thero, who chaired the discussion, said that since no copies of the historic Matale Book could be found, it would be appropriate to convert the Historical Matale Book into an e-book and release it on the internet.
An alms giving ceremony was held today in memory of the late Cyril Gamage, a former Government Agent of Matale who served as the Chairman of the Publishers' Board of Historical Matale Book and also the Secretary to the Ministry of Home Affairs. Sepala Wijesuriya, a member of the Publishers' Board and a former Assistant Director of Cultural Affairs in Matale also evaluated the book.
Most Venerable Inamaluwe Sumangala Nayaka Thero and other members of the Maha Sangha were also present at the occasion. Number of other relevant people also attended the event.

Mr.karunasiri Perera, District Secretary of Matale has stated that all of staff officer should be reported for the duty after preparation of a duty mechanism that can be carried out essential services and production section in sturdy manner by following the health habits as the curfew has simplified by the government.
He told this to the officers of district secretariat by addressing them on the early hours of 21st today after the discussion held with His Excellency President Mr.Gotabaya Rajapaksha.
He has instructed to make a system to call minimally 50% of officers to report to the duty by preparing of a duty list to incline everyone for the duty.
He advised to call in more officers who have transport facilities to the office specially by considering the location of the district and officers who unable to reach the office to report their duty to the divisional secretariats.
Mr.Perera, District Secretary of matale told that especially the cellular phones of all the officers should activate in every 24 hours and each and every officers should be dedicated for their twenty four hours service. Officers who call on for essential services should be reported when call on them in any time.
Distributing of dry ration foods for temples and Low income families in Matale District
"Karuna Trust” which is a social service institution carrying out by Mr.Mahinda Karunarathne, proprietor of "karuna" book shop has sponsered to provide dry ration food packs worth rupees 1000 and 1500 for 110 families who belong to the dayaka sabhas of the temples of matale and lost their income generation ways due to curfew that enacted by the government to control the pandemic covid 19.
Accordingly, distributing of this dry ration food packs has done yesterday (17) for 110 needy families who lost their income generation methods and unite with Sri Wijesundararama at mandandawela, Sri Sudharshanarama of Andawala and Udaralanka Mahapiriven of Madawala in Matale district.
This donation has done according to the request made by Mr. Prasanna Madanayake, Additional District Secretary of Matale.
In addition to this, Rupees 20,000 worth dry ration foods for bhikkuni at "Maithree Dootha Vihara" at kotuwegedara and Rupees 10,000 worth dry ration foods for Bhikkuni Arama at Aluviharaya had been distributed.
88 lakhs for 11 DS divisions of Matale Distrct for providing necessary things to public
Rupees 88 lakhs as an advance for festivel season had been provided per 8 lakhs to each divisional secretariat division of the district to distribute among people to purchase necessary foods and other consumer materials as it has to face sevior effects due to the curfew that executed by the government to control the "corona pandemic.

Legal action against the merchants who sell vegetables in high price
District Secretary of Matale has ordered to consumer service Authority and measurement and standard unit to get custody and to take court procedures immediately against merchants who are selling consumer materials in high price and using of ill-legal balance and scales at the days of removing curfew.
Accordingly, instruction had given to all divisional secretaries to get necessary action to issue notices to make aware the people regarding this situation in divisional level and to make a system with ability of taking such contact numbers to people. This advice had given by the district secretary in this 17th at the progress committee meeting for anti-corona programme at district secretariat.
Allowance of Rs.5000 has brought to the homes of kidney disease patients
Rs.5000 of elders’ allowance has provided for 16394 senior citizens who exceeded the age limit of 70 years and less income family groups in the matale district due to the Covid - 19 pandemic. Already it is being paid Rs.2000 for 11812 elders who are in age than 70 years and Action had taken to increase the allowance up to Rs.5000 and to send to their home. Rs. 5000 of allowance has paid for 4582 of persons in the waiting list for the month of April in addition to the Senior Citizens who already receive the allowance. Accordingly, Rs. 5000 of allowance has provided 116394 of Senior Citizens in the Matale District.

A project on planting trees in mountain areas which affected by soil degradation and lands which are being threaten at Rattota DS division of Matale district has commenced in last 23rd January with parallel to the celebration of 72nd Independence day. This occasion has organized by Disaster Management Unit of matale district under the instruction of Mr.S.M.G.K.Perera, District Secretary of Matale. Plants more than 200 and verities such as Kumbuk,Mee and Karanda had been planted at Dankandawatta of rattota under the first phase of this programme. “Mahathala” – film Festival
“Mahathala” – film Festival will be held on 27th September at the auditorium of hotel school of Matale from 8.30 a.m to 7.30 p.m. This “Mahathala” film festival has organized parallel to the “Mahathala” Literary festival which is going to conduct by the district secretariat of Matale. A discussion will be carried on with topics such as national harmony between ethnic & racial groups by using of medium of cinema, conflict and peace, diversity, democracy & human rights throughout this film festival. This festival has organized under the project of “Film for Dialogue” with co-assistance of German Republic & European Committee and Cooperation of GIZ & Crizelice.
Three short-films (from 9.a.m. to 11.00 a.m) and the film “Court is silent” directed by Prasanna Vithanage (from 12 noon to 2.00 p.m) and few other short films will be screened in this day. A discussion will be held with the participation of Mr.Prasanna Vithanage, film director, Mr.Victor Ivone, veteran Journalist and other expertise from 2.30 to upward at the same day. Several short films which were produced by the producers in Matale district will be screened in this festival.
